The IRC’s response to the South Sudanese Refugee Crisis in the West Nile region involves among things, assessment of WASH needs in and around all IRC-run health facilities, costing these and supervising the constructing and organizing of new structures and improving structures that are either damaged or just need improvement. Dynamics in weather conditions as well as constantly changing dynamics surrounding construction such as demand for changing to semi-permanent or permanent structures and general supervision and oversight requirements have raised need to have expertise in supporting planning and supervision in order to ensure quality work, limit the need for repeating rehabilitation as well as ensuring adherence to standards. All this has necessitated the hiring of expertise to provide the required service. 

The objective of this role is to provide technical expertise in assessing, planning and implementation of WASH and other construction structures in IRC – West Nile. 

General Duties and Responsibilities

Provide engineering inputs as required for all construction infrastructures, including WASH facilities and extension of water services being implemented.Design and adjust technical drawings and Bills of Quantities (BOQ) for required constructions to guide procurement of construction services.Supervise and follow up constructions to ensure timely, cost effective and quality delivery of the works.

Specific Duties and Responsibilities

Support and liaise with IRC contractors, and the District Engineers in Yumbe and Arua districts to ensure that all constructions are of good quality and adhere to specifications as per approved plans. Ensure that all constructions are in compliance with IRC Safety policies and procedures, ensuring site safety and hazard assessments at all times.Follow up to ensure that quality materials are delivered/used on site (concrete, aggregates, cement, reinforcement bars etc) and report to the supervisor as needed. Supervise contractors on formwork, reinforcement fixing and concrete casting works and advise them promptly. Oversee the execution of the work, including quality control, ensuring that construction is done to job specifications, time and detailsIdentify any errors and potential problem at sites and work to prevent theseAdvise on and ensure that projects comply with local, state or relevant government regulations.Check technical specifications and detail BOQ of assigned projects.Review existing plans for accuracy and quality – and where possible suggest technical changes that enhance general quality and timeliness of delivery.Advise on good project management and construction practicesSupport in preparation of design/works; architectural designs; selection of materials, equipment and manpower requirements of assigned projectsAdvise on good environmental practices and controls during construction and mitigate environmental impacts of the worksEnsure timely notification to IRC in case of change in project plan Verify completion and standards by signing completion certificates Provide reports on work as required by IRC

Qualifications

  • BSc. in Engineering or equivalent technical experience
  • Minimum of 8 years of construction experience in water, civil and/or structural engineering disciplines
  • Proven working experience as a Project Engineer
  • Excellent knowledge of design and visualizations software such as AutoCAD
  • Advanced MS Office skills
  • Familiarity with Uganda’s rules, regulations, best practices and performance standards for health infrastructure
  • Ability to work with multiple discipline projects
  • Project management and supervision skills
  • Decision making ability and leadership skills
  • Time management and organization skills
  • Willingness and ability to work a 12-hour day/night shift, 7 days a week on a rotational basis in a remote location;
  • Demonstrated knowledge of cost control, cost reporting and project schedule management
