University Budget 2022-2023

Gulu University Council on 10th March 2022 approved a budget of 53.7Bn for 2022/2023 FY with the theme “Enhancement of Research and Improvement of the Quality of Graduates for Socioeconomic Transformation”.

The 2022/2023 Budget estimates were presented by Mr. Magona Ishmael Mweru, the Chairperson of the joint Finance and Planning and Development Committees, in a Special Council meeting held at Gulu University Library. The meeting was chaired by Mrs. Teresa Mary Obbo, and also attended by the Vice Chairman, Mr. Santo Apire among other council members.

The approved budget estimates will fund the three functional areas in the University’s Strategic Plan, which are; Teaching and Training, Research and Graduate Studies and Community Engagement.

However, the budget shows a reduction compared to 57.8bn for FY 2021/2022 due to budget cuts across the items but majorly affecting the Development component, domestic arrears and non-wage.

In this coming financial year’s budget, the Faculty of Medicine alone was allocated 8.76bn, 5.1bn, Faculty of Science, 6.3bn, faculty of Agriculture and Environment among others, while the infrastructural development projects and University retooling were allocated 2.46Bn shillings. In total, 36 Bn will go for wages and 15.3Bn for non-wage.

However, the University remains challenged on how to achieve its planned growth as many priority areas remain either underfunded or completely unfunded. One of which is the teaching hospital, which is very significant in the development of the Faculty of Medicine.

The University Secretary, also Accounting Officer Mr. David Obol Otori, said all efforts are being put in place to mobilise resources through the stakeholders in government, to secure adequate resources for the development of Gulu University.
