Muni University (MU) is the 6th Public University in Uganda. It was established by the Parliament of Uganda through Statutory Instrument No. 2013, 31 of 9th July 2013, in accordance with The Universities and Other Tertiary Institutions Act (2001) (as amended).

The University is located on Muni Hill in Arua City, about 3 kms from the City Center. it is strategically located in a sub-region that is bordered by Democratic Republic of Congo on the West and South Sudan in the North. This positions the University uniquely in the sense that its programmes and activities stretch to both Democratic Republic of Congo and South Sudan.
Muni University is a unique institution which has adopted a blended learning approach to education focusing mainly on Entrepreneurial Technoscience with emphasis on ICT, Health, Science, Education, Climate-Smart Agriculture (water, food security, and land use), energy and engineering.
The University currently offers undergraduate and post graduate programmes in the Faculty of Health Sciences; Faculty of Techno-Science; Faculty of Agriculture and Environmental Sciences; Faculty of Education; Faculty Science; and Faculty of Management Sciences.

Job Title: DEPUTY VICE CHANCELLOR, FINANCE & ADMINISTRATION

Salary Scale M2 Tenure – 5 Years Contract
Responsible to: Vice Chancellor
Duty Station Muni University Campus Located at Muni Hill, Arua City

PURPOSE OF THE JOB

To ensure efficient and sound financial management, planning, prudent
investments and administration of the University.

KEY DUTIES AND RESPONSIBILITIES:

In line with the Section 32 (4) of the Universities and Other Tertiary Institutions
Act 2001 as amended and other relevant laws, the Deputy Vice Chancellor
Finance & Administration shall be the Second Deputy Vice Chancellor and shall:
(a) Assist the Vice-Chancellor in the performance of his or her functions and in
that regard shall oversee the Finances and Administration of the University.
(b) Be responsible for the planning and development of the University.
(c) Oversee the preparation and implementation of the University’s recurrent
and development budgets.
(d) Oversee development, roll out and review of the University’s Strategic Plan,
investment portfolios and operational plans.
(e) Oversee the development and implementation of policy framework for the
use and management of the University’s fiscal and human resources and
other assets in accordance with approved regulations.
(f) Oversee the preparation of budgets, including research budgets, for all
Faculties, and any other academic bodies.
(g) Monitor income, banking and expenditure of all income generating units for
compliance with the University’s approved policies, plans, budgets and
regulations.
(h) Oversee the production of performance reports on finance and
administration by all academic and administrative units of the University.
(i) Establish systems for the mobilization and utilization of resources for
various activities of the University.
(j) Contribute to the promotion of partnerships and networking for the growth
and development of the University.

KEY OUTPUTS

(a) Timely preparation, implementation and reporting on the University’s
budgets.
(b) Viable strategic and operational plans and investment portfolios
development and implemented over seen.
(c) Budgets for the University including all Faculties, and any other academic
units developed.
(d) Systems for resource mobilization established.
(e) Annual reports produced.
(f) Policy framework for proper management of the University’s fiscal and
human resources and other assets developed and implemented.
(g) Compliance of all University Units with legal and financial policies
ensured.
(h) Reporting on financial performance by all University units done.
(i) Staff performance monitored and appraised.
(j) Acquisition, utilization and disposal of assets and management of the
Assets Register monitored.

PERSON SPECIFICATIONS

Academic Qualifications, Experience, skills & Competencies:
a) Should have a PhD from a recognized University/Institution
b) Should have at least ten (10) years of proven experience in management,
leadership and administration, three (3) of which should have been at a
senior level from a reputable Institution.
c) Should have extensive knowledge and skills of financial management and
resource mobilization.
d) Should have knowledge and experience in strategic planning and
budgeting, policy making and implementation in higher education.
e) Have an understanding of the relevant policy and legal framework for
financial management for higher education in Uganda.
f) Should have good communication, and people skills.
g) Should have strong leadership, good inter-personal skills,
communication, public relations and negotiation skills.
h) Demonstrated computer literacy skills.
i) Team player with very good level of integrity
Be aged at least 40 years at the time of application.
