Gulu University is a Public University established by Statutory Instrument No. 16 of 2003. The University was set to serve as a launch pad for equitable development in Uganda providing knowledge and skills and stimulating innovations in education, technology, economic advancement and social development. The University is located in Gulu Municipality with campuses in Kitgum and Hoima Districts.

The Vision of the University is to be a leading academic institution for the promotion of rural transformation and industrialization for sustainable development.

The Mission of the University is to expand access to higher education, provide quality professional training for delivery of appropriate social services and conduct research geared towards rural transformation and conservation of biodiversity.

To achieve its Vision and Mission the University invites applications from suitably qualified candidates to fill the following positions:

ACADEMIC POSITIONS

POSITION: ASSISTANT LECTURER (DEPARTMENT OF ACCOUNTING AND FINANCE)

NO. OF VACANCIES: 1 (ONE)

SALARY SCALE: M6.2 (NON SCIENCE)

REPORTS TO: HEAD OF DEPARTMENT

JOB PURPOSE
To prepare instruction materials, conduct lecturers, supervise and evaluate the students’ academic performance.

KEY DUTIES AND RESPONSIBILITIES
a) Prepares learning materials and delivers lectures to undergraduate students.
b) Examines students which includes; setting, marking, grading and submission of results as per Senate policy.
c) Collects data and participates in the data analysis for the development of instruction manual and kits for practicals.
d) Undertakes research to support the development of the University academic research proposals.
e) Promotion of the knowledge of his/her subjects by conducting research and publication of own original work(s).
f) Guides and supervises undergraduate students’ academic research and industrial practice activities.
g) Actively engages with the community/industry to facilitate practical orientation of students.
h) Participates in the organization and implementation of Departmental academic seminars and workshops.
i) Provides remedial teaching to students to enhance their understanding of the lecture topics covered by the senior academic staff.
j) Serves on faculty/departmental committees and any other duties as may be assigned from time to time.

PERSON SPECIFICATIONS
Must be a Uganda citizen who possesses the following:
a) Either Master of Business Administration (Accounting and Finance Option) or Master of Science in Accounting and Finance with specialization in Quantitative Methods, Business Statistics and Business Ethics.
b) At least a Second Class Upper Division Bachelor’s degree in any of the following; Bachelor of Business Administration, Bachelor of Commerce, Bachelor of Accounting and Finance, Bachelor of Statistics, Bachelor of Quantitative Economics.
c) Relevant teaching experience of not less than three (3) years in a reputable University or institution of higher learning.
d) Must have effective communication skills
e) Must be industrious and self-driven and able to work with minimum supervision;
f) Must be computer literate.
g) Must be 40 years old or below at the time of application

TENURE OF APPOINTMENT
The appointment shall be permanent after successful completion of a probation period of 6 (six) months.

POSITION: ASSISTANT LECTURER (DEPARTMENT OF GEOGRAPHY)

NO. OF VACANCIES: 1 (ONE)

SALARY SCALE: M6.2 (NON SCIENCE)

JOB PURPOSE

d) Relevant teaching experience of not less than three (3) years in a reputable University or institution of higher learning;
e) Must have effective communication skills;
f) Must be industrious and self-driven and able to work with minimum supervision;

ADMINISTRATIVE POSITIONS

POSITION: LEGAL OFFICER

NO. OF VACANCIES: 1 (ONE)

SALARY SCALE: M6.1 (NON SCIENCE)

REPORTS TO: UNIVERSITY SECRETARY

PURPOSE OF THE JOB
To provide professional legal services to the University and to ensure effective governance of the University.

KEY DUTIES AND RESPONSIBILITIES
a) Participates in the drafting, review and negotiation of major contracts, tender documents and other legal documents for the University;
b) Carries out legal research and analysis to identify important issues and update the relevant University Managers on emerging legal trends in order to avoid unnecessary litigation;
c) Drafts reports on decisions of courts and tribunals involving the University including advice on their legal implications;
d) Provides legal assistance in the preparation of reply to legal notices received, development of legal opinions, studies, reports, and correspondence, as required from time to time by the University Management or by the various University Units;
e) Supports the University Procurement Unit and User Faculties/Departments during the procurement process and management of the resultant procurement contracts;
f) Develops and maintains a legal registry where all contracts and legal documents can be safeguarded and be easily accessible;
g) Drafts performance reports of the University Legal Unit and submits to the University Secretary;
h) Performs any other duties as may be assigned from time to time.

PERSON SPECIFICATIONS
Must be a Uganda citizen who possesses the following:
a) A Master’s of Laws degree (LL.M) or any other relevant Master’s degree;
b) Bachelor’s Laws Degree (LL.B) (with Honours);
c) Post Graduate Diploma in Legal Practice
d) Must be an enrolled Advocate with a valid practicing certificate;
e) At least three (3) years of post-enrolment and litigation experience in a busy law firm or in a reputable organization;
f) Excellent knowledge of litigation, judicial processes and legal drafting;
g) Ability to communicate effectively at different levels, manage negotiations and public relationships, listen attentively, conflicts resolution and contract negotiation;
h) Ability to evaluate information to determine compliance and relevance to policies, procedures, practices and standards;
i) Good analytical skills, concern for quality, standards and results oriented, and ethics and integrity
j) Excellent computer literacy skills.
k) Must be between the age of 30 – 45 years at the time of application.

POSITION: STATISTICIAN

NO. OF VACANCIES: ONE (1)

SALARY SCALE: M7 (NON SCIENCE)

REPORTS TO: SENIOR PLANNING OFFICER

PURPOSE OF THE JOB
To collect, analyse and process statistical data and information to facilitate planning, budgeting and policy review/development in the University.

KEY DUTIES AND RESPONSIBILITIES
a) Collects, analyses and interprets statistical data in order to develop strategic plan options for the University;
b) Develops and maintains a database for underpinning the planning functions;
c) Develops a database of all potential development partners;
d) Participates in organizing alumni and donors workshops and conferences;
e) Develops and updates database on linkages with other institutions;
f) Monitors the success of the alumni fund development activities;
g) Executes university – industry relations program including donor recognition events.
h) Develops and produces fundraising campaign literature;
i) Provides technical guidance and support to departments on planning matters;
j) Participates in the collection of information from various units of the university for the production of the university annual reports;
k) Participates in conducting tracer studies on a periodic basis into the internal and external efficiency of the University;
l) Generates statistical baseline information on staff, students facilities and ratios such as the staff/students ratio (SSR), Full Time Student Equivalent (FTSE) etc;
m) Performs any other duties as may be assigned from time to time.

PERSON SPECIFICATIONS
Must be a Uganda citizen who possesses the following:
a) An honors Bachelors Degree in Economics, Statistics or Mathematics from a recognized institution.
b) A Post graduate training in Education Policy and Planning obtained from a recognized institution is an added advantage.
c) Excellent computer literacy skills.
d) Relevant work experience of three (3) years.
e) Demonstrated ability to communicate effectively, consult, network and advice effectively both at individual and team level, and support negotiating, building and sustaining institutional collaboration and working linkages.
f) Must have an aptitude for figures and able to organize figures to derive rational options.
g) Self-motivated, enthusiastic and able to work with minimum supervision.
h) Must be between the age of 25 – 35 years at the time of application.
