Africa Leadership Institute (AFLI) was conceptualized in 2003 as an independent, non-partisan and public policy pan-African think tank, with the broad aim of promoting excellence in leadership, peace and security; good governance and sustainable development in the continent. Headquartered in Kampala, Uganda, AFLI was incorporated on 26th April, 2004 as a Company Limited by Guarantee without shares, but changed status four years later to become a not-for-profit and voluntary service non-governmental organisation (NGO).

Job Summary: The IT Officer will be responsible for IT Infrastructures and ICT Content Distributions Channels. To ascertain that aspect of IT infrastructure and system fixtures are functional, and in good order as prescribed for use and application by the staff and access by the external stakeholders as per the IT policy.

Key Duties and Responsibilities:

System Development & Management and Maintain

  • Spearhead the design and development of all orgnaisation IT innovations.
  • Work with the head of department to improve the ICT layout according to the AFLI vision
  • Support the development and implementation of an internal document control system in the ICT network.
  • Support the development of and internal security access and staff control system
  • Support the development of a system backup both cloud and local server
  • Facilitate connective of ICT Channels : Radio, Internet, Mobile phones and Mobile to our services Content from the scorecard
  • Develop and support the social channels and their utilisation.

Specific Support Roles

  • Carryout needs assessment of the company IT structure and advise management on setting up cost effective systems.
  • Source for and procure IT related equipment as and when required.
  • Train staff in basic IT support activities.
  • Keep update with the recent technology and virus updates and other software license management .
  • Ensure delivery of information thourgh the developed channels of communication, mobile, Mobile APP, IVR, Radio, TV and Website e.t.c
  • Be part of the team in profiling, selection, accreditation necessary suppliers , users AFLI- IT channels for business.
  • Provide monthly update to head of department regarding performance of the system.
  • Efficiently manage client data and follow the pricacy and data protection act.
  • With technical support from the ICT maintain the functionality of the system to the satisfaction of the subscribed and accredited clients.
  • Testing and evaluating new technology.
  • Conducting electrical safety checks on computer equipment

Supervision Roles

  • Support Head of department on ground supervision all contracted system developers and ICT service providers
  • Supervise the sub terms :
    • System Data Input Subterm (Data Verification , Back End Data entry and Quality Data Checks)
    • Devices Connectivity Subterm (USSD, Database , Mobile Apps E.t.c)
    • Data Base, Application and Network Development Sub terms
    • Microsoft – Cloud Services team
    • Social Media Accounts
    • Support the development of website updates and design assigned.

Key Result Areas:

  • Fully functional applications – SMS/USSD /Records Section
  • Reduced in the down time on ICT services
  • Updated websites with functionality leading increased access
  • Updated MPSCAN /AFLI Websites with new applications and tools.
  • Functionality of IT Equipment
  • Migration to the Cloud Services
  • Deployment and use of Mobi App.

Key Performance Indicators:

  • Low down time for all services
  • Achievement of 80 % service output
  • Increase visibility by use of the ICT Channels by 40% by the end of the 12 months
  • Number of the postings made on facebook on service and products
  • Number of the postings made on twitter on the services and products
  • Increase engagement of AFLI on all common social media.
  • Number of the postings made on the linkedin as adverts for services and products hosted by AFLI

Qualifications, Skills and Experience:

  • The applicant must hold a Post graduate degree in IT or Information Systems
  • Experience of at least 5 years in an IT related field
  • Innovative thinking and creativity is essential
  • Teamwork skills are vital
  • Excellent Communication skills
