The Uganda Prisons Service has received support from the Center for Disease Control and Prevention (CDC) to provide comprehensive HIV/AIDS, STI and TB services to prisoners and its staff. The project that spans the period 1st April, 2015 to 31st March, 2020 is being implemented by the Uganda Prisons Health Services Department. The success of these programs requires high-quality contract management and understanding of all aspects of program reporting and evaluation with demonstrable outcomes.

Job Summary: The Grants Officer will monitor project activities and grants requirements geared towards effective prevention and control of HIV/AIDs and other communicable diseases among inmates, staff and community of Uganda Prisons Service.

Key Duties and Responsibilities: 

  • Preparing technical budget narratives for Grant applications.
  • Analyzing all grants processes, provide enhancements to all grant programs Monitoring program budgets and expenditure in liaison with the Project PI and Business Manager.
  • Analyzing budget trends and making recommendations for cost control for various grants.
  • Tasked with monitoring and documenting the grants making workflow processes, forms, templates, reports and data to assure full compliance with internal controls, financial, program audit and legal requirements.
  • Compiling monthly, quarterly and annual budget and performance reports and data analysis on all grants related activities as per set program reporting timelines and outcomes for analyzing all annual progress and performance review on grants expenditure.
  • Administering all grant management processes according to policies and procedures as provided for by the United States Government Guidelines on project activities.
  • Preparing FFR in liaison with the Finance and Administration Officer for uploading by Principal Investigator (PI) and Business Manager (BM).
  • Generating accurate and adequate paper and electronic reports required for compliance and financial statement audits in liaison Finance and Administration Officer.
  • Managing the grant-making database system including managing data hierarchy, data quality, data retrieval, coding and reporting, particularly with respect to compliance, monitoring, evaluation, and learning.
  • Performing any other duties assigned from time to time.

Qualifications, Skills and Experience: 

  • The applicant must be a Ugandan who holds an honours Bachelor’s Degree in Commerce or Business Administration with Finance & Accounting option; Finance and Accounting; Project Management from a recognized University.
  • Post-graduate degree or diploma in any of the relevant disciplines is an added advantage.
  • Relevant working experience of at least two (2) years in project management, data management with familiarity with data systems and business processes
  • The Grants Officer will be motivated by a passion for the CDC mission and a drive for continuous learning and improvement.
  • S/he should have vast knowledge in HIV/TB project planning and management and exact professional and ethical standards with an eye towards creativity and innovation.
