Uganda Civil Aviation Authority (UCAA) is a corporate body responsible for regulation of civil aviation in Uganda. It manages Entebbe International Airport (EIA) and thirteen (13) other upcountry aerodromes. UCAA carries out its work in conformity with International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs).

Job Summary: 

The Manager Accounting mainly leads Financial Accounting, Stores and Pay and Benefits processes by ensuring accurate accounting data and records. Also prepares accurate and timely financial reports including statutory statements.

Key Duties and Responsibilities: 

Planning, Budgeting and Review Process

  • Fully understands the direction and Vision of CAA and then integrate these into the Departmental Plans
  • Fully participates in the budgeting process, applying best practices and accepted accounting convention
  • Participates in directorate business plan preparation by providing required financial input that is relevant to expenditure
  • Ensures a comprehensive plan for expenditure Management in CAA
  • Supports the Department of Management Accounting in the provision of detailed explanation of variances to planned performance.
  • Ensures that the sets guidelines in the Finance Operating Manual are adhered to for expenditures, Pay and Benefits and Stores Management.
  • Ensures full compliance with accepted professional accounting Conventions

Payment Authority levels

  • Safeguards the company financial resources by ensuring that Authorization levels are in place depending on the nature of Expenditure
  • Recommends the SOPs for payments , review from time to time and ensures strict adherence to the established Authority levels
  • Authorize Cheque Payment Vouchers on a daily basis to ensure accurate payments are processed
  • Approves Adjustment Journal Vouchers to ensure accurate and correct entries.
  • Ensures supplier queries are answered.

Computerized Accounting        

  • Spearheads the maintenance and upgrading of Accounting System and Oversees the training of staff
  • Ensures the appropriate Backups to the Computerized Accounting Process using the accepted backup procedures found in an accounting system by IT personnel.
  • Ensures that records source documents are well kept.

Financial Reporting       

  • Ensures that the set of accounts are produced accurately within the agreed timeframes.
  • Applies best practice and accepted Accounting Standards and Convention in the production of Accounts.
  • Interprets and reports financial results to management.

Ensures Effective   Audits

  • Prepares for the External and Internal Audit and Avails all the information required by the Auditors
  • Supports External Auditors and answers Auditors’ queries.

Stores Management

  • Ensures effective stores procedures covering receipt, storage and issue of items from stores.
  • Ensures effective documentation of stores movement.

Statutory payments

  • Ensures timely and correct statutory payments e.g. PAYE, NSSF, WHT, Income Tax etc.

Pay and Benefits Management:

  • Ensures that salaries and benefits are paid out on time and accurately
  • Obtains all the necessary approval prior to the disbursement of Pay and Benefits

Maintenance of Asset register: Ensure that the Asset register is properly maintained.

Human Resources Management

  • Attracts, retains, motivates and develops staff that are dedicated to outstanding performance.
  • Develops and maintains a structure that facilitates the delivery of the vision of the business through the Finance Directorate.
  • Ensures that appropriate calibre of staff that meets all the   hiring standards are recruited and deployed to deliver results expected.
  • Implements performance management policies and procedures
  • Quantifies the capability gaps in terms of skills and competencies and implement programs to close the capability gap
  • Conducts and ensues adequate training for directorate staff.

Others: Carries out any other lawful assignment allocated by the immediate Supervisor.

Qualifications, Skills and Experience: 

  • The applicant for the Uganda Civil Aviation Authority (UCAA) Manager Accounting job opportunity must hold a Master’s Degree in Accounting and Finance or MBA in Finance from an approved, recognized and reputable University.
  • Membership of one of the recognized professional accounting bodies – ACCA, CPA(K), CPA(U), CIMA etc ;
  • At least eight years’ experience in management of Finance and Accounting Function in a large and reputable government or business organization at progressively more senior levels; four (4) of the years should be at supervisory level.
  • Managerial experience in Aviation would be an added advantage. ;
  • Must have sound knowledge of computerized Accounting
  • Must be literate in MS Word, MS Excel, and MS Power Point
  • Must have proven senior level  business understanding and skills
  • Must be cost conscious and able to implement and enforce effective budgetary controls
  • Must have high level of integrity, with attendant independence and ability to make sound financial decisions
  • Must be familiar with Government Financial Management regulations.
  • Must be a seasoned People Manager with demonstrable prior experience and success in overseeing Staff productivity and Performance Management.
  • Must possess high level of integrity
  • Should be a person of very high and unquestionable integrity and needless to emphasize any reported cases of questionable integrity both before and after interview as well as post appointment will lead to his/her cancellation from the process or termination of Employment.
  • Age: 30 to 55 years.
