The Position

The communications Analyst will be responsible for supporting the Uganda Family Planning Consortium (UFPC) with regard to strategic communications support and development reporting directly to the UFPC National Coordinator and the UNFPA Assistant Representative.

How you can make a difference:

Uganda Family Planning Consortium (UFPC) is the first one of its kind non-profit membership organisation (currently 18 member organisations) in Uganda and Africa that brings together local and international actors in Family Planning (FP) and Reproductive Health (RH). The Consortium provides a forum for advocacy engagement, information sharing and coordination at national and district levels by addressing challenges around commodity security, alternative distribution for reproductive health commodities, sector financing and coordination of implementing partners. UFPC has been at the centre of advocating for increased uptake of Family Planning (FP) services, better coordination of civil society organizations implementing FP activities at various levels and advocating for increased financing of FP activities. It is a member of the Family Planning/Reproductive Health Commodity Security Working Group, where reproductive health implementing and development partners convene under the leadership of Ministry of Health (MoH).

Access to FP services to those that need them is a fundamental human right. However, at times, the universal access to FP services have been hampered by unfavourable policy environment. The Communications Analyst support to UFPC to advance the FP Policy Advocacy agenda will therefore be critical in facilitating an enabling environment in the quest to attain the FP targets as enshrined in the 2016-2020 National Costed Implementation Plan (FP-CIP).  

Job Purpose:

Family Planning is one of the key priorities under the National Development Plan II (2015/16 – 2020/21) towards attaining the Government of Uganda’s Vision 2040. The United Nations Population Fund (UNFPA) also places FP as one of the focus areas for the Government of Uganda/UNFPA 8th Country Programme (2016-2020). The 2018-2021 UNFPA strategic plan, has Family Planning as one of the three key transformative results aiming at the reduction of unmet need for FP to zero (Transformative Result Number 2). UNFPA is working with UFPC on creating a strong coordination structure that would facilitate increasing demand and provision of FP services in both development and humanitarian settings.

The Communications Analyst will therefore be playing an important role of supporting UFPC in enhancing strategic communication and partnership among the consortium member organisations and between UFPC and the Government of Uganda, Development Partners and other relevant FP stakeholders. This includes partner/service mapping; identification and documentation of good FP practices/models; communicating with stakeholders on UFPC strategies and achievements; and identification and documentation of opportunities for advancing FP in Uganda.  He/she will provide strategic communications support for UFPC staff and member organizations to strengthen communication mechanism and visibility. He/she will support internal and external communications with support from the UFPC National Coordinator. Overall, he/she will be engaged in strengthening UFPC presence and capacity both online (Social media, web) and offline.

Main Tasks & Responsibilities

The Communications Analyst will be responsible for:

  1. Mapping of FP implementing partners and regularly updating the database in collaboration with the Ministry of Health.
  2. Identifying and following up on FP issues for joint advocacy/policy dialogue by the Consortium – and other relevant FP stakeholders – and generate relevant evidence to facilitate advocacy processes.
  3. Identifying, documenting and disseminating good FP practices both from UFPC members and other partners locally and internationally to facilitate learning and innovation.
  4. Documenting and disseminating UFPC plans/strategies and achievements to relevant stakeholders to garner support for FP and improve UFPC’s visibility.
  5. Identifying and documenting opportunities for advancing FP through a concerted effort as a Consortium.
  6. Working on the knowledge management component of UFPC work.
  7. Working as a liaison person between UFPC member organisation, and between UFPC and the Government, Development Partners and other stakeholders in advancing the FP agenda.
  8. Perform any other duties as assigned by UFPC or UNFPA.

The following will be the corresponding expected outcomes:

  1. FP partner/service database.
  2. UFPC FP advocacy agenda with supporting evidence.
  3. Good practices documented and disseminated for improved programming.
  4. Increased UFPC’s visibility and support for FP programme.
  5. FP Opportunities identified and used for advancing FP agenda.
  6. Improved FP data collection, management, analysis, reporting, dissemination and use for policy advocacy/dialogue and programming.
  7. Enhanced partnership between UFPA and other FP stakeholders including the Government of Uganda and Development Partners.

Qualifications and Experience

Education: 

Advanced degree in communication, journalism or other related field.

Knowledge and Experience:

  • At least five years of experience in communication/journalism.
  • Strong written and verbal communication skills.
  • Ability to build strong rapport with high-level stakeholders and staff members of government entities and various organizations such as NGOs, CSOs, etc.
  • Ability to write for multiple audiences and types of publications, such as news updates for the public or technical briefs for experts.
  • Demonstrable experience in engaging external partners and stakeholders in a professional capacity.
  • Strong drive for results with proven track record of meeting tight deadlines.
  • Understanding of complex online knowledge management systems.
  • Background in policy advocacy and working with government officials, subject area experts, service providers, and other stakeholders relevant to this position.
  • Knowledge of UFPC structure and established connections to UFPC member organizations would be considered an advantage.

Languages:

Fluency in oral and written English.
