Back ground

World Vision Uganda is a Christian relief, development and advocacy non-government organization dedicated to working with children, families and communities to overcome poverty and injustice. We currently work in over 82 districts in Uganda implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & community resilience, education and child protection. World Vision (WV) is committed to the protection of children and adult beneficiaries from exploitation and abuse and will not employ people whose background is not suitable for working with the beneficiaries above. Position: Program Officer – EVACiS Project

Report to: Programme Manager

Location: Busia District

Purpose of the position:

Ensure that the project is delivered on time, to budget and to the required quality standards meeting both programmatic and financial targets; and leading on the project implementation Monitoring and evaluation and coordination with stakeholders. S/he ensures the project is effectively resourced and manages relationships with a wide range of groups (including all project stakeholders – while also leading and inspiring the project team with a view to building their capacity. The Program Officer is also responsible for managing the work of consultants, allocating and utilizing resources in an efficient manner and maintaining a co-operative, motivated and successful team in collaboration with line management.

Education Program Officer will be required to work closely with the Education Technical Program Manager to make sure that the scope and direction of the project is on schedule, as well as other units for support. The position contributes to the vision of children enjoying life in all its fullness through realization of sustainable Child Well Being outcomes at the community, districts and national levels.

S/he will also support to deliver safe school methodologies in the target schools to prevent and reduce VACiS to improve retention.

Key Outputs/Responsibilities.

Project Management and coordination

  • Support the grant project in development of project designs, annual plans, and budgets.
  • Ensure timely and quality implementation of project interventions against set targets
  • Ensure work plans for implementation are made and expectations met.
  • Contribute to ongoing assessments and analyses to better understand child protection risks and link the affected to support structures
  • Ensure quality in the rollout of classroom management practices that will create a safer learning environment and improve retention in assigned districts of implementation.
  • Analyze trends and develop/align project strategies to meet needs
  • Ensure maximum integration and synergies of the grant with APs interventions
  • Liaises with, and provide updates on progress to, project stakeholders/management.
  • Record and manage project issues, scope and change control – escalating where necessary.
  • Support implementation of innovative and culturally appropriate approaches to equip pupils with skills to protect themselves from abuse and violence.
  • Track financial management and budgets allocated for the project.
  • Produce timely, accurate, compliant and quality reports to direct supervisors.
  • Responsible for project assets at local office level.

Capacity Building and Training

  • Work in close collaboration to build synergies with Child Protection, Education, Health, Advocacy, Livelihoods, WASH and M&E teams to ensure a holistic approach to programming to end violence against children in schools
  • Manage project trainings within the defined budget
  • Delivers training to Lead Trainers, TOT, support supervision, role modeling, and mentoring to teachers and youth regarding retention, child protection, and ending violence against children in schools.
  • Implement community based approaches in collaboration with local authorities to promote accountability for Pupil safety and to improve retention.
  • Support capacity building of SMCs/PTAs to participate in education district advocacy initiatives
  • Mentor team members through on-the-job training, guidance and support
  • Collaborate with Organizations and Existing structures at the district, school and community levels to ensure cases of violence against children are addressed to their logical conclusion.

Monitoring & Evaluation

  • Support processes of establishing project baselines and evaluations of the EVACiS project
  • Conduct quarterly, bi-annual and annual monitoring in-line with the project M&E framework/plan and disseminate findings and recommendations
  • Conduct end of project evaluation to assess impact and share findings with beneficiaries and partners including the donor.
  • Provide timely and accurate monthly management, quarterly, semi/annual reports and other reports as needed or requested in line with grant standards and timelines, to line and functional supervisor.
  • Monitoring project progress and performance. Monitor and guide the grant project’s implementation of design and plans, DME processes and budgets in line with agreed targets and standards.
  • Capture project indicators related to community engagement in ending violence against children in schools and promoting whole school approaches to safe learning environment.
  • Effectively report and document all information related to project progress and disseminate through regular reporting.
  • Manage the project information and documentation processes, and ensure effective communication of the grant project results. Document and disseminate project learning and best practices
  • Ensure appropriate filing and availability of documentation of project information as required for internal and external communications, accountability, audits, and evaluation purposes and reporting.

Partnership and Networking

  • Liaise with the local government and other partners in regard to project implementation and opportunities, leveraging their resources against WV’s to improve sustainability
  • Prepare and organize district level advocacy events in coordination with relevant stakeholders
  • Participate and represent WVU in key donor or partner engagements and technical working forums at district and regional levels

People Management:

  • Managing and leading the project team and supporting in recruiting of project staff, volunteers and consultants.
  • Assist in the selection, training and support of program/project staff
  • Ensure appraisal of line managed staff against responsibilities and key performance Indicators are conducted appropriately.
  • Promote principles of self-care for staff and provide opportunities for teams to seek support;
  • Comply with security protocols, consider security implications of all project activities and fosters a safe environment for staff to report security concerns.

Financial/Budget Management:

  • To take overall responsibility for effective utilization, management and monitoring of the project budget, ensuring adequate financial and administrative systems are in place and followed.
  • Maintain staff & stakeholder awareness of budget and expenditures in order to manage project within
  • Develop monthly work plans and expenditure targets in line with project budget
  • Work with Finance and Logistics to plan and procure supplies within project budgets and expected timeframes
  • Effective management of the project budget within acceptable minimum variance
  • (no over/under expenditure) and in compliance with donor regulations/requirements
  • Financial management and accountabilities done in line with grants financial management policy and guidelines.
  • Ensure zero tolerance to fraud
  • Budgeting –Annual planning and budgeting for the grant done in line with planning and budgeting guidelines and timelines

Qualifications: Education/Knowledge/Technical Skills and Experience

  • Bachelor Degree in Education, Social Sciences or other degree with a diploma in Education. Post graduate education training is an added advantage
  • Relevant experience of at least 5 years in primary education programming with a reputable institution, national or international NGO
  • Good understanding of education concepts and issues in development contexts, especially Uganda
  • Demonstrated experience in the logical framework approach to project design, monitoring and evaluation/ project cycle management
  • Good understanding of data analysis software such as SPSS, Ms Excel, and Stata
  • Demonstrated experience and skill in research, analysis and report writing
  • Strong facilitation and presentation skills with a passion for sharing knowledge
  • Ability to work independently and as part of a diverse team
  • A committed Christian, able to stand above denominational diversities

  • Knowledge of the local language of the area of interest is desirable

  • Computer literate – command and knowledge of Ms Excel, Word and PowerPoint and Lotus Notes is essential.
