Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

ARE YOU UP TO THE CHALLENGE?

We are seeking a qualified individuals for the position of Programme Policy Officer (Team Leader), SC8 to be based in Isingiro. Selected candidates will be employed on Service Contract

ORGANIZATIONAL CONTEXT

Isingiro satelite office has about 30 staff (Programme, Supply Chain and Support Services). The job holder will manage the office and offer strategic and operational direction to the team.JOB PURPOSE

The job holder will plan and manage the satelite office operations and programmes effectively and efficiently in accordance with the WFP Country Office Strategic Plan and country wide priorities.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Effectively manage the satelite office to ensure the continued development of a cohesive and high performing team;
  2. Plan and manage WFP operations within the area of assignment to ensure effective and efficient delivery of food assistance and that daily operational issues are timely resolved to prevent losses or delays;
  3. Ensure that allocated resources are utilised efficientlyand are in line with the agreed plans, and any deviations are reported to the Area Office;
  4. Hold accountability for the security of WFP staff, operations, premises and assets in the satelite office to ensure that WFP security and safety are locally set and followed;
  5. Conduct timely monitoring and evaluation of activities and prepare accurate and comprehensive reports on WFP’s operations and performance with regular and timely submission for Area Office review to inform efficient operational planning and decision;
  6. Build effective and collaborative relations with the local authorities and contribute to the expertise sharing and capacity building for effective preparedness and response to food assistance needs;
  7. Build partnerships to improve assistance packages, develop and sustain liasion with local governments authorities, international and local NGOs, UN agencies, civil societies, persons of concern and other partners and media engaged in the field of food security;
  8. Ensure extensive and frequent WFP presence at all WFP supported activities;
  9. Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

  1. A University degree in any of the following disciplines obtained from a recognsied education institution: Business Administration, Social Sciences, Development Studies or any other related discipline;
  2. At least six years working experience in leading a team of national staff;
  3. Proficiency in both oral and written English

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has gained experience in implementing technical programs (i.e. nutrition, etc.).
• Has implemented programmes and provided input into designing operations.
• Has provided input into policy discussions and decisions.
