Job Summary: Under technical guidance of the Technical Advisor-VMMC, the VMMC Circumciser will support scale up of VMMC services through offsite camps and outreaches as well as technically supporting the routine onsite services.

Key responsibilities include:

  • Work with the Kamuli cluster teams, district VMMC focal persons, health facility VMMC focal persons, the DHO and DHT to come up with comprehensive VMMC activity schedules specifying which camps and/or outreaches to be conducted.
  • Mobilize supplies and logistics from either the regional or cluster office to enable the smooth running of camps (vehicles, VMMC infection prevention and waste disposal commodities/supplies, relevant documentation tools for data capture) and conduct periodic forecasts of VMMC medical equipment, supplies and other sundries, with the aim of ensuring adequate stock;
  • Take medical history examine, screen and treat SMC clients with STIs/STDs and refer complicated cases for further management in line with MOH STI treatment guidelines and MOH minimum standards for SMC;
  • Support district and health facility teams to provide VMMC services to eligible and to ensure strict adherence to PEPFAR and MOH guidelines and quality standards.
  • Support district and health facility teams to conduct post-operative client follow up and surveillance for and management of adverse events
  • Ensure active linkage and initiation onto ART of all VMMC recipients identifies as HIV positive, and offer appropriate services to their partners and family members
  • Record and maintain client’s information on SMC forms and registers and submit periodic reports to the supervisor;
  • Provide oversight to VMMC activities (Camps/outreaches/routine), with the aim of ensuring adherence to VMMC services quality standards and instituting continuous quality improvement initiatives for VMMC services;
  • Conduct data quality checks aimed at ensuring accurate documentation of VMMC data, compiling and submitting daily, weekly and monthly reports, and ensuring correct data entry;
  • Provide mentorship, support supervision and training to health facility staff in line with MOH minimum standards for VMMC;
  • Build and maintain a database of VMMC providers existing at supported facilities, as well as an inventory of the VMMC providers from the national pool who can be engaged in the camps and outreaches;
  • Participate in documenting best practices for VMMC and writing abstracts aimed at advancing improving service delivery and frontiers of knowledge;
  • Supervise and guide VMMC Counsellor and VMMC Assistant in their day to day project activities and
  • Participate in activities under other program technical areas as well be assigned by the supervisor.
  • Take up any other duties as may be assigned.

Minimum Qualifications

  • Diploma in Clinical Medicine
  • VMMC skills-based certificate from a recognized institution;
  • At least one (1) years’ experience in conducting VMMC camps and outreaches;
  • Good knowledge of current HIV Testing Services (HTS) and VMMC policy and guidelines;
  • Good communication or interpersonal skills is desirable; and
  • Ability and willing to travel within the supported districts.
