ORGANIZATIONAL CONTEXT

Under the overall guidance from senior management and Public Health Officer, this position will be primarily responsible to develop, guide and oversee WASH strategy for refugee villages (RVs) of Pillar 1. The incumbent of this position will support WASH related activities in the refugee villages as part of the Pillar 1 Programme Technical team.

FUNCTIONAL STATEMENT

ACCOUNTABILITY(key results that will be achieved)

  • UNHCR’s policies, standards and procedures relating to WASH are constantly and coherently applied in the area of responsibility (AoR).
  • The needs of persons of concern are assessed and analysed in a participatory manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning

RESPONSIBILITY(process and functions undertaken to achieve results)

  • Provide technical guidance and support to partners on all WASH-related issues to ensure quality, cost-effectiveness, sustainability and environmental sound WASH interventions.
  • Act as focal person on water, sanitation and hygiene promotion issues within UNHCR and liaise with UN related agencies and governmental and non-governmental counterparts.
  • Review on a regular basis the quantity and quality of water and sanitation services offered in the RVs and ensures the maintenance of records of WASH performance indicators for all locations.
  • Review performance, undertake field verifications, monitor development and evaluate activities and approaches adopted by partners in WASH and related sectors, sharing the results with the Technical Unit.
  • Provide technical assistance (TA) to partners and help to enhance capacity building of partners.
  • Promote community involvement and participation in all the different stages of the WASH project cycle.
  • Liaise with other sectors, particularly Site Planning, Health and Community Service, to locate, plan, implement and monitor WASH activities.
  • Put measures in place to ensure that regular and accurate reports that analyze the challenges encountered in providing WASH services for beneficiaries are prepared and circulated.
  • Participate in the preparation of all reports for management, boards, donors, budget reviews, programme analysis, monthly, annual reports etc. in a timely manner.
  • Participate, guide and provide technical inputs during strategic and operational planning cycles of UNHCR both at the field office and country levels. Develop/design WASHinterventions for each location consistent with the country wide WASH policies.
  • Carry out any other tasks as required.

  • Represent UNHCR in physical monitoring of projects.
  • Provide inputs for the country operations plan and other submissions and reports.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE

  • Completion of secondary education and an advanced training/certification in Civil or Tech Engineering.
  • Minimum 11 years of work experience with at least 5 years in the field of water and sanitation.
  • Proven technical expertise in area of WASH assessment including surveys, programme implementation, monitoring, evaluation, and coordination.
  • Knowledge and experience of working with local partner agencies with a capacity to provide formal and informal training.
  • Excellent knowledge of relevant computer application, including AutoCad.
  • Fluency in English, both verbal and written.

DESIRABLE QUALIFICATIONS & COMPETENCIES

  • Prior exposure to UNHCR refugee operations and functions relating to office administration and programme activities.
  • Work experience with UN or other international, national NGOs.
