SHORT COURSES FOR NON-TEACHING STAFF

Background
In collaboration with the African Development Bank (ADB), the Government of Uganda is funding Non-academic Staff of Gulu University for short course trainings.
The purpose of the short course training is to support non-academic staff to enhance their capacities in their specialized fields to improve operations in the university. These short courses should address specific career needs for one to contribute to the University’s eco-system.

Call
Applications are requested from Non-academic Staff of Gulu University for courses which fall within the following core University’s need areas. The accredited courses are attainable from a recognized training institution from any country within East Africa.

The core University’s need areas
a) International Public Sector Accounting
b) Effective Supervisory Management
c) Financial Management for Donor Funded Projects
d) Career and Succession Planning
e) Value for Money Audit
f) Strategic Policy Planning for Public Service.
g) Budgetary Management and Expenditure Control
h) Computerized Human Resource Information Management
i) Stores Management and Material Control
j) Fleet Management
k) Management of Meetings
l) Public Private Partnership Executive Course
m) GIS based Soil Erosion Risk Modelling
n) Administrative Officers Law Course

Scholarship Detail
Training Institutions and Courses
a) The institution must be a recognized training institution by the accrediting bodies in the East African countries
b) The courses outlined above must be accredited in the training institution the applicant chooses
c) The training institution and the course(s) must be within the East African zone
d) The scholarship is tenable for only ONE course

What the scholarship funding covers
Tuition / Fees
a) The scholarship shall cover the training tuition / fees
b) For abroad training (East African zone), the tuition / fees payable MUST NOT EXCEEDUSD 2000
c) For in-country training, the tuition / fees MUST NOT EXCEED USD 1000
d) For within-Gulu training, the tuition / fees MUST NOT EXCEED USD 1000

Training Abroad Package
The following package is specific to applicants training abroad in the East African Zone;
e) Return air ticket in an ECONOMY CLASS. Extra luggage or baggage beyond the recommended flight or aircraft weight, is to be paid by the applicant
f) Moderate accommodation not exceeding USD 50 per day
g) Feeding allowance not exceeding USD 20 per day
h) A total of USD 200 as stipend for the whole training course
In-Country Training Package
The following package is specific for the in-country training in Uganda;

Outside Gulu District
a) On-road transport fare will be provided, at public transport rates.
b) Moderate accommodation not exceeding USD 30 per day
c) Feeding allowance not exceeding USD 10 per day
d) A total of USD 200 as stipend for the whole training course

In Gulu District
a) There shall be no on-road transport fare.
b) There shall be no accommodation support
c) There shall be no feeding allowance
d) There shall be a total of USD 200 as stipend for the whole training course

Number of Staff Covered by the Scholarship
Given the limited funding, the total number of non-academic staff under the scholarship shall be twenty (20) in total. The followings apply;
a) Total number training abroad in the East African zone – five (5)
b) Total number for in-country training – ten (12)
c) Total number for within-Gulu training – three (3)

Recommended Course Structure
a) The scholarship is restricted to on-campus or on-institution courses. The scholarship does not fund on-line courses
b) The courses must be a TRAINING-MODEL or SKILLING-MODEL course and NOT WORKSHOP and the related
c) The course duration must NOT EXCEED THREE MONTHS for the residential and NOT EXCEED SIX MONTHS for non-residential.

Criteria for Selection
As a Non-Academic staff of Gulu University, one has to have been;
a) Confirmed in the service of Gulu University
b) Applied for a short course of not more than THREE MONTHS, in one of the above courses.
c) The course must be for professional growth along one’s line of employment and career growth.
d) Must have never received any capacity development training funds from Gulu University or other projects in Gulu University.

How to Apply:
a) Typed application letter must be addressed to; Director Institute of Research and Graduate Studies, through the Head of the Unit or Department.
b) The sealed application, may be hand delivered to the Institute of Research and Graduate Studies, or emailed to: c.oryema@gu.ac.ug
c) Your submission of the application letter must be recorded and the applicant signs the receipt book.
Deadline for Submission: Application is open this Wednesday 12th June, 2019 – Wednesday 26th, 2019 at 5.00 pm.
Notice to Applicants: Applicants will be notified by the Institute in writing, the decision concerning their application. Notice of decision will not be given before the whole assessment process is finalized.
