Gulu University is a Public University established by Statutory Instrument No. 16 of 2003. The University was set to serve as a launchpad for equitable development in Uganda providing knowledge and skills and stimulating innovations in education, technology, economic advancement, and social development. The University is located in Gulu City with campuses in Kitgum District, Hoima City, and a Constituent College Project in Moroto District.

A. ACADEMIC POSITION(S)
POSITION: Associate Professor (Department of Accounting & Finance, Faculty of Business & Development Studies)

Salary Scale: M4 (Teaching Non-Science)
Reports To:  Head of Department

Job Purpose:
To provide technical support, in the development of the University’s academic programmes and learners in his/her area of specialization.

Key Duties and Responsibilities
a). Participates in the review and development of the University curriculum.
b). Develops and implements new methods of instruction to reflect changes in the curriculum.
c). Develops manuals and kits to conduct, assessment, supervision, and evaluation of practical assignments to students.
d). Supervises academic research for graduate students.
e). Undertakes academic research and actively contributes to the development of the University research profile.
f). Develops and presents academic, social and community-based research proposals for funding.
g). Promotions knowledge of his/her subjects by conducting research and publication of own original work(s).
h). Actively engage with the community/industry to facilitate practical orientation of students

Person Specifications:
a). Must be a holder of Ph.D. in any Business-related fields.
b). Must be a holder of Masters Degree in Business related fields (Accounting and Finance Options).
c). Must be a holder of Bachelors Degree in Business and Finance related fields.
EITHER
d). An Associate Professor from a recognized University.
OR
e). At least three (3) years of University teaching experience after appointment at the level of Senior Lecturer in a recognized university.
f). Must have successfully supervised at least three graduate students and one Ph.D. Student to completion.
g). Should have evidence of continuous research including having published at least five (5) articles in peer-reviewed journals and book chapters or three books with ISBN Number from reputably recognized publishers.
OR
h). Minimum of five (5) years University teaching experience.
i). Must have successfully supervised at least four 4 graduate students and one PhD Student to completion.
j). Should have evidence of continuous research including having published at least eleven (11) articles in peer-reviewed journals and book chapters or two books with ISBN Number from reputably recognized publishers.
k). Must be 60 years old or below at the time of application.

POSITION: Senior Lecturer (Department of Physics, Faculty of Science)

Reports To:  Head of Department

Job Purpose:
To support the development and implementation of the University academic research and development programmes.

Key Duties and Responsibilities
a). Designs, prepares, and develops instructional methods and materials.
b). Delivers lectures and evaluates Masters and Undergraduate students’ performance.
c). Supervises Masters and Undergraduate academic research.
d). Develops manuals and kits for the conduct, supervision, and evaluation of practical assignments to students.
e). Carries out research and publishes academic papers in his/her field of specialization.
f). Participates in the review, development, and implementation of the University curriculum.
g). Provides technical support and support supervision to lecturers and other junior academic staff.
h). Participates in the development of University academic research proposals.
i). Actively engages with the community/industry to facilitate the practical orientation of students.

Person Specifications:
a). Must be a holder of PhD in Physics.
b). Must have Masters in Physics, specialising in a major field of Physics.
c). Must have Bachelor of Science in Education with Physics as a major or Bachelor of Science with Physics as a major.

d). A Senior Lecturer from a recognized University
OR
e). At least three (3) years of University teaching experience after the appointment at the level of Lecturer in a recognized University.
a. Must have successfully supervised at least one (01) graduate student to completion.

a). A Bachelor’s degree (at least 2.1) with English Language as a major
b). A Master of Arts in any of the following: Applied Linguistics (with English as the target language), Teaching English to Speakers of Other Languages (TESOL), Literature & English Linguistics (with specialization in English Linguistics), General Linguistics

B. ADMINISTRATIVE POSITIONS
POSITION:
 University Bursar
No. of Vacancies: 1 (One)
Salary Scale: M3

Duty Station: Gulu, Uganda
Reports To: Vice-Chancellor through University SecretaryD

Job Summary
To provide technical leadership and guidance in the management of the University’s financial resources in accordance with the National and University Council financial management rules and regulations.

Key Duties and Responsibilities:
i). Carries out financial planning, prepares and controls the University budgets;
ii). Oversees the management of the University incomes, expenditures and stores through institution of clear policies and internal controls;
iii). Develops resources mobilization strategies, mobilizes resources and manages financial donations and grants to the University in liaison with the institutional growth and development Unit;
iv). Maintains a sound financial accounting system, record keeping and internal controls for the University;
v). Advises the University Council and University Senior Management on sound financial management policies, rules, and procedures;
vi). Manages the reconciliation of books of accounts and the production and presentation of the University final accounts and bank statements to the relevant authorities;
vii). Advises the University Secretary in answering audit queries and mandatory inquiries whenever necessary;
viii). Plans supervises and evaluates the performance of staff in the Finance Department;
ix). Enforces adherence to financial policies, regulations, and professional practices in all financial and accounting transactions.

Person Specifications:
The candidate must have the following qualifications:
i). A Master’s Degree in Business Administration with Accounting and Finance or Master of Science in Accounting and Finance from a recognized institution.
ii). A fully qualified professional Accountant with ACCA or CPA.
iii). Member of a recognized Accounting body.
iv). A Bachelor of Business Administration, Bachelor of Commerce, or Bachelor of Science in Accounting and Finance.

Experience
A minimum of eight (8) years of working experience in a financial management position, four (4) of which must have been obtained at the level of the Senior Assistant Bursar, Deputy University Bursar or equivalent level of experience from a Public University.
Knowledge of Public University financial structures is a vital ingredient for this position.

Age Limit

POSITION: Deputy University Bursar

Purpose of the Job:
Responsible for the financial and fiscal management aspects of the University operations and provide coordination in administrative, business planning, accounting and budgeting efforts.

Key Duties and Responsibilities:
i). Manages the financial system, ensuring maximum productivity to meet the University’s current and future needs;
ii). Responsible for the budgeting process of the University.
iii). Initiates continuous improvement of accounting and financial processes and the development of the team with the goal to achieve best practices and optimal output.
iv). Assists the University Bursar to develop and oversee the internal review functions to ensure that finance and operations controls and policies are complied with;
v). Supervises the accounting and finance staff and provide for appropriate career building and professional development activities to ensure a climate of growth for all employees.
vi). Ensures that the team delivers the highest standard of departmental and cross departmental teamwork and customer service;
vii). Manages on-going banking relationships for maximum efficiency,
viii). Develops cash flow forecasting and maintaining long term cash forecast;
ix). Assists the University Bursar to prepare and present monthly, quarterly and annual financial reports with accompanying analysis of results;
x). Responsible for financial management reporting for the entire university – assist the University Bursar to ensure financial management reporting tolls, annual business plan development and budgeting process.

i). A fully qualified professional accountant with ACCA or CPA.

POSITION: Librarian II (Agricultural Information Services(AIS)

Purpose of the Job:
The job holder is responsible for the Management and coordination of all domain Agricultural Information Services (AIS), covering information needs, information access processes, User Education, national imprint, thesis and dissertations, and information literacy among others.

Key Duties and Responsibilities:

a). Leads, monitors and oversees the provision of all AISs for the University in line with library service standards;
b). Ensures all users access AIS resources and services equitably via standard platforms (mainly OPACS and IR);
c). Monitors availability and accessibility of services to ensure that the full range of AIS services and resources are efficiently used by all users;
d). Uses initiative and experience to troubleshoot and provide solutions to domain service problems and queries from users (on and off-campus);
e). Actively participates in the coordination and development of services including collection development and management, academic liaison, and other initiatives in line with the department‘s strategic objectives;
f). Regularly engages with all users to ensure that all LIS services are fit for purpose and meets the expectations of our students and staff;
g). Researches and gathers requirements for the development of new services and technology solutions for Library services and provide support and instruction to Library and other staff in the implementation, development, and use of these services, applications, and equipment;
h). Ensures that staff and students have access to an appropriate range of services, by working with Acquisitions staff and Faculty Librarians to identify, trial, select and implement new products and services;

POSITION: Library Assistant I (Technical, Orders & Systems Division)

Purpose of the Job
The Job holder provides support to the functioning of the Division covering item verification, stock accessioning, spine and call number labels and stamping among others.

Key Duties and Responsibilities:
a). Ensures all items in the inventory have fully been verified;
b). Fixes the necessary security features within the specified location for all items in stock;
c). Carries out accessioning functions for all items that have been acquired;
d). Ensures proper filing of all the item records, including added entries;
e). Fixes date labels inside specified item pages for all items in stock;
f). Fixes call number labels into specified items;
g). Ensures all items placed for users access are effectively having respective call number;
h). Carries out spine labeling for all items as specified;
i). Reports deviations from set standards to the Head of the Division;
j). Proposes corrective measures that need to be considered;
k). Ensures quality and accuracy are maintained at all processes and workflows;
l). There is a requirement for weekend /evening working also travel to other campuses and locations;

Person Specifications:
The applicants must possess the following;
a). Diploma in Librarianship or Library and Information Services obtained from a recognized institution.
b). The applicant is expected to have worked in a similar organization for a minimum of three years and preferably performing similar technical functions.
c). The applicant should be 30 years or below at the time of application.
