Background

ACORD-U (Agency for Cooperation in Research and Development – Uganda) is an indigenous Non-Governmental Organization (NGO) working for social justice and development. ACORD has been working in Uganda since 1981 with operations in over 25 districts across Uganda. The ACORD-U works in conjunction with people who have been denied their basic rights, helping to better understand, to challenge, and to change the situation in which they find themselves.
ACORD-U a Non‐Governmental Organization is seeking one (01) qualified candidate for the post of WASH Monitoring and Evaluation Officer (WMEO) in its newly awarded Partnership for “Facilitating Community-Led Total Sanitation and Promoting School WASH in Nwoya and Omoro Districts”. This project is funded by USAID-through Uganda Sanitation for Health Activity (S4H) for 15 months
This project aims at eliminating the practice of Open Defecation in the 200 targeted communities and achievement of water, sanitation and hygiene (WASH) friendliness in 10 Primary Schools in Omoro and Nwoya districts.

Position Summary:

The ACORD-U Monitoring and Evaluation (M&E) strategy aims to improve the quality and integrity of program delivery, ensure that programs are responsive to the needs of affected populations, and meet donor requirements and standards of accountability.
The WASH M&E Officer will work as part of ACORD-U northern Uganda WASH unit, under the direct supervision of the WASH Project Coordinator and in close consultation with the Monitoring and Evaluation Coordinator (MEC) and other members of the Project Management Unit (PMU). The incumbent will lead the design of tailored tools and to implement the Project Monitoring and Learning Plan for WASH and CLTS activities. The M&E Officer will work closely with the Programme Management Unit (PMU) in designing and implementing M&E for the WASH. In particular, the incumbent will undertake the tasks outlined below:

Duties & Responsibilities:

• Lead the development and strengthening of Monitoring and Evaluation (M&E) systems, including learning and accountability and generation of reliable data for results-based management of the WASH unit overall and to strengthen project implementation;
• Support the development of new project proposals, including development of logical frameworks, setting realistic and gender-sensitive indicators and targets;
• Develop and regularly update monitoring performance measurement with WASH staff, such as quality benchmarks and indicator and performance tracking for CLTS and WASH in school projects;
• Work with the PMU to monitor relevant context related indicators and triggers relevant for the CLTS and WASH in Schools project operations;
• Undertake and oversee regular field monitoring and evaluation visits with field staff and in coordination with PMU to ensure technical and operational compliance and timely execution of projects vis-à-vis approved plans and targets;
• Support sound ethical and methodological design and implementation approach for WASH assessments and KAPs surveys as well as monitoring plans, SWIPS, ensuring that gender sensitivity and gender analysis is integrated;
• Lead on quantitative data analysis and report writing for the unit’s assessment, KAP surveys and others surveys related to the behavioral change strategy;
• Support project management with the preparation of timely Donor Reports to ensure compliance with key project indicators and objectives;
• Organize and conduct capacity enhancement training activities in Monitoring and Evaluation to ACORD-U project personnel as needed;
• Prepare and manage external evaluations and conduct internal performance and other accountability reports as required; including analysis of the findings and providing recommendations;
• Support project staff with after action reviews and documentation of learning;
• Support the measure of project deliverables, intermediate outcomes and collection of vignettes (articles, pictures, personal interest stories) with the ACORD-U Communications Officer.
• Support the development of improved information management systems within the project;

Required qualifications and competencies:

• University degree in Population studies, Business statistics, Public Health, Statistics or related field from an accredited academic institution with two years of relevant professional experience; Post graduate diploma in M&E or development evaluation is an advantage;
• Knowledge of Access database is an advantage
• Ability to design and develop Monitoring, Evaluation, Learning and Accountability strategy, methodologies and tools;
• Demonstrated previous experience establishing and managing robust complaint-response mechanisms;
• Ability to consolidate information from multiple sources and write timely and concise information analysis and report writing;
• Knowledge of digital data collection platforms and methodologies;
• Excellent computer skills: excellent knowledge of MS Word, Excel, PowerPoint and email/internet software, statistical analysis packages;
• Good skills in training and capacity building in M&E;
