Mt Elgon Tree Growing Enterprise Ltd (METGE) is a Ugandan not-for-profit organisation currently delivering the Tree Planting Programme and bee keeping activities – funded by Welsh Government (UK) and Size of Wales charity in the Mt Elgon region. METGE specializes in supporting small-holder farmers to access and plant trees in their farming plots as well as supporting them to integrate other activities like bee-keeping.

Job Summary: The Programme Manager will manage the operational delivery of METGE’s tree planting programme including working with delivery partners to ensure annual performance targets are met, delivered within budget and managing the expansion of the programme. The Programme Manager will manage several interrelated projects that support the mission of the Mount Elgon Tree Planting Enterprise Ltd (METGE)

Key Duties and Responsibilities: 

  • Manage relevant programme staff and delivery partners to drive results against agreed performance targets
  • Provide project management, planning, technical, implementation, monitoring and evaluation, financial management, planning and other forms of support expertise to the relevant staff and partners
  • Take responsibility for the annual programme planning and budgeting process liaising with the Executive Director, and take ownership of the delivery of programme work
  • Review and confirm the work plans of implementation partners, indicate key activities, responsibilities, outputs, key performance indicators and budgets are consistent across partner organisations and build to a consolidated annual delivery plan
  • Prepare and track quality and timely progressive reporting according to the organisation and donor guidelines.
  • Manage programme scope by ensuring that changes are properly documented and stakeholders are consulted
  • Identify funding gaps within the project, advise on and support development plans and required resources to present to the Supervisory Committee
  • Ably supervise, motivate, coach and build capacity of field officers to proactively plan, manage, monitor and report on the projects performance in line with the donor guidelines, policies and procedure.
  • Effectively engage with different donors and relevant stakeholders.
  • Managing, motivating and mentoring a small team of project officers

Qualifications, Skills and Experience:

  • The ideal candidate must hold a Degree in Forestry, Agriculture or Environmental studies
  • Master’s Degree in one of the disciplines above
  • Qualification in a recognised project management discipline would be desirable
  • Proven senior management experience in reputable international organization
  • Proven interpersonal, networking and people management skills in relation to key stakeholders
  • Five years minimum experience in implementing donor projects and requirements
  • Proven report writing, team and project management experience and skills
  • The understanding, assessment, mitigation, reporting of risk to the project and the application of a risk and issues log
  • Strongly demonstrated analytical, innovative, financial management and strategic thinking skills.
  • Financial literacy in relation to project management
  • Excellent report writing and communication skills in English.
  • A good working knowledge and familiarity with IT including MS Office and social media, etc.
  • Experience of successfully engaging local communities in the delivery of development programmes
  • Experience of implementing programme monitoring and evaluation (M&E) systems
  • A current vehicle driving permit
