Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

ARE YOU UP TO THE CHALLENGE?

We are seeking a qualified individual for the position of Programme Associate (Social Protection and Resilience), G6 to be based in Gulu. Selected candidate will be employed on Fixed TermORGANIZATIONAL CONTEXT

Part of WFP Uganda’s Country Strategy Plan and direction is to engage with local district governments (DLGs) and other partners to enhance programmes that translate resilience objectives into the design of programmes, and to back them up with the necessary investments in institutional capacity to ensure effective delivery.

This position will contribute to this strategic direction in supporting DLGs expand comprehensive social protection programmes, build resilience and programmes’ capacity to deliver outputs well

The function will address vulnerability as multidimensional and the hungry poor are exposed to a range of risks that go beyond climate shocks. Programmes that aim to build resilience need to apply a comprehensive approach to reducing risks, which include slow-onset changes related to the climate as well as social, economic and health risks.

JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Participate in and carry-out, as needed, the development, appraisal and supervision of activities as illustrated in the project documents and workplans;
  • Support the provision of technical advice and policy guidance to government and community groups in consultation with the technical team in the Country Office and Area Office;
  • Support the day-to-day operational needs of the field office social protection programme;
  • Support the implementation of long-term cash transfers may to buffer beneficiaries from extreme climate shocks as well as nutrition and child sensitive interventions;
  • Support the application of payments system and social registries being used to make cash transfers.
  • Respond to local government and donor partners requests for action on project implementation issues and help to ensure timely and complete responses to those requests;
  • Participate and organize missions to provide technical inputs and guidance to counterparts, including improving the monitoring and evaluation of project activities;
  • Contribute to cross-sectoral work, collaborating with other initiatives in social protection and integrated programmes;
  • Work closely with other support services in matters of project implementation;
  • Carry out any other related technical assessments (including the preparation of analytical pieces and/or technical reports;
  • Organize, the research, learning and production of grassroots-community relevant communication materials;
  • Provides effective coordination and technical support to government counterparts and other partners;
  •  Prepare the submission of Internal and External Sitreps;

STANDARD MINIMUM QUALIFICATIONS

Qualification, Experience and Languages required:

  • Degree in Economics, Social Science. Social Protection or related discipline, or relevant training in delivery systems;
  • At least five years of relevant operational experience in the development field, preferably in a Safety Nets or Social Protection program design and implementation; 
  • Experience in Social Protection delivery systems in Northern Uganda is desirable;
  • Proven technical skills and experience;
  • Demonstrated ability to develop and maintain productive, professional relationships with government and local community counterparts, donors, civil society and other stakeholders
  • High capacity for organization and coordination, as well as an ability to work with a high degree of independence in a team environment
  • Experience in managing diverse and sometimes competing interests and perspectives to arrive at a durable consensus;
  • Oral and Written Fluency in English as well as one or more of the following languages: Luo, Acholi, Lugbara, Madi, Kakwa, Aringa, Alur and Langi.
